SEOUL, South Korea (AP) ? Across North Korea, soldiers are gearing up for battle and shrouding their jeeps and vans with camouflage netting. Newly painted signboards and posters call for "death to the U.S. imperialists" and urge the people to fight with "arms, not words."

But even as North Korean leader Kim Jong Un is issuing midnight battle cries to his generals to ready their rockets, he and his million-man army know full well that a successful missile strike on U.S. targets would be suicide for the outnumbered, out-powered North Korean regime.

Despite the hastening drumbeat of warfare, none of the key players in the region wants or expects another Korean War ? not even the North Koreans.

But by seemingly bringing the region to the very brink of conflict with threats and provocations, Pyongyang is aiming to draw attention to the tenuousness of the armistice designed to maintain peace on the Korean Peninsula, a truce North Korea recently announced it would no longer honor as it warned that war could break out at any time.

It's all part of a plan to force Washington to the negotiating table, pressure the new president in Seoul to change policy on North Korea, and build unity at home ? without triggering a full-blown war if all goes well.

In July, it will be 60 years since North Korea and China signed an armistice with the U.S. and the United Nations to bring an end to three years of fighting that cost millions of lives. The designated Demilitarized Zone has evolved into the most heavily guarded border in the world.

It was never intended to be a permanent border. But six decades later, North and South remain divided, with Pyongyang feeling abandoned by the South Koreans in the quest for reunification and threatened by the Americans.

In that time, South Korea has blossomed from a poor, agrarian nation of peasants into the world's 15th largest economy while North Korea is struggling to find a way out of a Cold War chasm that has left it with a per capita income on par with sub-Saharan Africa.

The Chinese troops who fought alongside the North Koreans have long since left. But 28,500 American troops are still stationed in South Korea and 50,000 more are in nearby Japan. For weeks, the U.S. and South Korea have been showing off their military might with a series of joint exercises that Pyongyang sees a rehearsal for invasion.

On Thursday, the U.S. military confirmed that those drills included two nuclear-capable B-2 stealth bombers that can unload the U.S. Air Force's largest conventional bomb ? a 30,000-pound super bunker buster ? powerful enough to destroy North Korea's web of underground military tunnels.

It was a flexing of military muscle by Washington, perhaps aimed not only at Pyongyang but at Beijing as well.

In Pyongyang, Kim Jong Un reacted swiftly, calling an emergency meeting of army generals and ordering them to be prepared to strike if the U.S. actions continue. A photo distributed by North Korea's official Korean Central News Agency showed Kim in a military operations room with maps detailing a "strike plan" behind him in a very public show of supposedly sensitive military strategy.

North Korea cites the U.S. military threat as a key reason behind its need to build nuclear weapons, and has poured a huge chunk of its small national budget into defense, science and technology. In December, scientists launched a satellite into space on the back of a long-range rocket using technology that could easily be converted for missiles; in February, they tested an underground nuclear device as part of a mission to build a bomb they can load on a missile capable of reaching the U.S.

However, what North Korea really wants is legitimacy in the eyes of the U.S. ? and a peace treaty. Pyongyang wants U.S. troops off Korean soil, and the bombs and rockets are more of an expensive, dangerous safety blanket than real firepower. They are the only real playing card North Korea has left, and the bait they hope will bring the Americans to the negotiating table.

Narushige Michishita, director of the Security and International Studies Program at Japan's National Graduate Institute for Policy Studies, isn't convinced North Korea is capable of attacking Guam, Hawaii or the U.S. mainland. He says Pyongyang hasn't successfully tested an intercontinental ballistic missile.

But its medium-range Rodong missiles, with a range of about 800 miles (1,300 kilometers), are "operational and credible" and could reach U.S. bases in Japan, he says.

More likely than such a strike, however, is a smaller-scale incident, perhaps off the Koreas' western coast, that would not provoke the Americans to unleash their considerable firepower. For years, the waters off the west coast have been a battleground for naval skirmishes between the two Koreas because the North has never recognized the maritime border drawn unilaterally by the U.N.

As threatening as Kim's call to arms may sound, its main target audience may be the masses at home in North Korea.

For months, the masterminds of North Korean propaganda have pinpointed this year's milestone Korean War anniversary as a prime time to play up Kim's military credibility as well as to push for a peace treaty. By creating the impression that a U.S. attack is imminent, the regime can foster a sense of national unity and encourage the people to rally around their new leader.

Inside Pyongyang, much of the military rhetoric feels like theatrics. It's not unusual to see people toting rifles in North Korea, where soldiers and checkpoints are a fixture in the heavily militarized society. But more often than not in downtown Pyongyang, the rifle stashed in a rucksack is a prop and the "soldier" is a dancer, one of the many performers rehearsing for a Korean War-themed extravaganza set to debut later this year.

More than 100,000 soldiers, students and ordinary workers were summoned Friday to Kim Il Sung Square in downtown Pyongyang to pump their fists in support of North Korea's commander in chief. But elsewhere, it was business as usual at restaurants and shops, and farms and factories, where the workers have heard it all before.

"Tensions rise almost every year around the time the U.S.-South Korean drills take place, but as soon as those drills end, things go back to normal and people put those tensions behind them quite quickly," said Sung Hyun-sang, the South Korean president of a clothing maker operating in the North Korean border town of Kaesong. "I think and hope that this time won't be different."

And in a telling sign that even the North Koreans don't expect war, the national airline, Air Koryo, is adding flights to its spring lineup and preparing to host the scores of tourists they expect to flock to Pyongyang despite the threats issuing forth from the Supreme Command.

War or no war, it seems Pyongyang remains open for business.

Two St. Louis Police officers face disciplinary actions stemming from an incident in which one officer allegedly took pot from the scene of a traffic stop. Not only did the squad car's dashboard camera record what happened, but two state lawmakers were along for the ride as observers. The St. Louis Post-Dispatch reveals Missouri state Sens. Jamilah Nasheed, D-St. Louis, and Maria Chappelle-Nadal, D-University City, were with officers when the incident occurred. Both lawmakers told a reporter they felt the officers did nothing wrong during the stop.

New album, NBC's "The Voice" make for awesome times for Blake Shelton

NASHVILLE, Tennessee (Reuters) - Country music singer Blake Shelton has never been one to shy away from his feelings, so when it came to recording his new album he sought out songs that reflected his current state of mind.

Life, he says, is "pretty awesome."

"It's all where I am in my life right now. I'm very content with my life. I'll be happy if it stays like this for a long time," Shelton, 36, told Reuters of his new album "Based on a True Story..."

After some 10 years in country music, Shelton's popularity has surged in his two years as a judge on NBC's "The Voice" singing contest, which is seen by about 13 million U.S. viewers a week.

The new album's first single, "Sure Be Cool If You Did," released in January, has already topped the U.S. country chart. "Based on a True Story...," released to coincide with the return of "The Voice" this week, is expected to debut near the top of next week's album chart.

"I didn't want to do any sad songs, damn it, but this is a country album so you have to do a couple," said Shelton.

"I had those years where I made those kinds of records and something will happen one of these days and it will be a part of my music again. But right now everything is pretty awesome," he added.

Shelton, 36, is the latest country star to break into the mainstream. His 2011 album "Red River Blue," reached No. 1 on the Billboard 200, buoyed in part by the singer's laid-back, fun-loving role on the TV show.

On the new album, Shelton, who forms a country music power couple with singer-wife Miranda Lambert, sings about tried-and-true country themes, including good ol' boys, picking up girls, being in love, losing the love of his life and bad jobs.

"The album is the story of my life from start to finish and I thought 'That's what we should call it because it is based on a true story,'" Shelton said.

The singer, who won the Country Music Association's Entertainer of the Year in 2012, said he wants people to get to know his personality through his music and "The Voice."

"I guess if doing what I did got me that award, I better keep being that guy," said Shelton, whose biggest hits include 2009's "Hillbilly Bone" and 2004's "Some Beach."

Shelton has emerged as the face of the country music industry on "The Voice," in which he and three other judges compete with each other to mentor rising singers and help them win a record deal.

"I've always felt a responsibility to make sure that every step along the way is a good one for our industry," he said. "I'm proud to be that person on 'The Voice' that represents country music."

Shelton will be back in the country music spotlight on April 7 as host for the third consecutive year of the Academy of Country Music Awards in Las Vegas.

Pope Francis changes up Holy Thursday tradition

ROME (AP) ? Pope Francis washed and kissed the feet of a dozen inmates at a juvenile detention center in a Holy Thursday ritual that he celebrated for years as archbishop and is continuing now that he is pope. Two of the 12 were young women, a remarkable choice given that the church's current liturgical law says only men should participate.

The Mass was held in the Casal del Marmo facility in Rome, where 46 young men and women currently are detained. Many of them are Gypsies or North African migrants, and the 12 selected for the foot-washing rite included Orthodox and Muslim detainees, news reports said.

Because the inmates were mostly minors ? the facility houses inmates aged 14-to-21 ? the Vatican and Italian Justice Ministry limited media access inside. But Vatican Radio carried the Mass live, and Francis told the detainees that Jesus washed the feet of his disciples on the eve of his crucifixion in a gesture of love and service.

"This is a symbol, it is a sign ? washing your feet means I am at your service," Francis told the youngsters. "Help one another. This is what Jesus teaches us. This is what I do. And I do it with my heart. I do this with my heart because it is my duty, as a priest and bishop I must be at your service."

Later, the Vatican released a limited video of the ritual, showing Francis washing black feet, white feet, male feet, female feet and even a foot with tattoos. Kneeling on the stone floor as the 12 youngsters sat above him, the 76-year-old Francis poured water from a silver chalice over each foot, dried it with a simple cotton towel and then bent over to kiss each one.

As archbishop of Buenos Aires, the former Cardinal Jorge Mario Bergoglio would celebrate the ritual foot-washing in jails, hospitals or hospices ? part of his ministry to the poorest and most marginalized of society. It's a message that he is continuing now that he is pope, saying he wants a church "for the poor."

Previous popes would carry out the foot-washing ritual on Holy Thursday in Rome's grand St. John Lateran basilica. The 12 people chosen for the ritual would always be priests to represent Christ's 12 apostles.

That Francis would include women in this re-enactment is remarkable given current liturgical rules that restrict the ritual to men.

Canon lawyer Edward Peters, who is an adviser to the Holy See's top court, noted in a blog that the Congregation for Divine Worship in 1988 said in a letter to bishops that "The washing of the feet of chosen men ... represents the service and charity of Christ who came 'not to be served, but to serve.'"

Peters noted that bishops over the years have successfully petitioned Rome for an exemption to allow women to participate, but that the law on the issue is clear.

"By disregarding his own law in this matter, Francis violates, of course, no divine directive," Peters wrote Thursday. "What he does do, I fear, is set a questionable example."

Others welcomed the example he set.

"The pope's washing the feet of women is hugely significant because including women in this part of the Holy Thursday Mass has been frowned on ? and even banned ? in some dioceses," said the Rev. James Martin, a Jesuit priest and author of "The Jesuit Guide."

"It shows the all-embracing love of Christ, who ministered to all he met: man or woman, slave or free, Jew or Gentile," he said.

After the Mass, Francis greeted each of the inmates and gave each one an Easter egg.

"Don't lose hope," he said. "Understand? With hope you can always go on."

One of the inmates then asked him why he had come to visit them. Francis said it was to "help me to be humble, as a bishop should be." He said he wanted to come "from my heart. Things from the heart don't have an explanation," he said.

Italian Justice Minister Paola Severino, who has made easing Italy's woefully overcrowded prisons a priority, attended the Mass.

QE Is Canceling Market Signals & Results In Malinvestments | Gold ...

Stanley Druckenmiller is the former lead portfolio manager from Soros and 149th richest man in the US in 2011.?In a recent panel discussion on CNBC, he shared some critical insights that every investor or market participant should know about. Druckenmiller?made fortunes in his investment career, and especially in 2008 as he was prepared for what was coming. He knows what he talks, so he deserves your attention.

We explained several?unintended consequences of money printing (or in Central Bank jargon ?Quantitative Easing?). One important thing not covered in our article, but rightfully mentioned?by?Stanley Druckenmiller, is the distortion of market signals. During the panel discussion,?Druckenmiller?explained it as follows:

If you print enough money,?everything is subsidized: real estate, bonds, stocks, ? We all think we are clever,?but there is no reason bonds?should go down if they are?printing. If you look at the last three?years, the Fed?s purchases have been about 75% to?80% of all the new issuance?coming out of the Treasury.?We used to say the Chinese were?the largest buyers of Treasury debt; now it is the Federal Reserve.?One of the frustrating things is that?those?bond purchases are canceling market signals.?The bond market and the?stock market have provided wonderful?signals for many years as to?potential problems, or?potential signals.? When you cancel those?signals, whether for Congress or the?markets themselves, you could?run into a problem.

Furthermore, Druckenmiller?points out that the market distortion will result in malinvestments and misallocation of resources.

I thought we were done?with wage and price controls?back in the ?70s; this is the?biggest price control of my life time. It is one thing to control?short-term interest rates; it is another thing when you are buying 75% or 80% of the bond?supply and holding that price?down.? We had a lot of malinvestment and?dislocations back in the ?70s.?I think at some point in time?we are going to find out, and it may be years, exactly where you?had a misallocation of resources?here.?This is a big, big gamble to?be manipulating the most?important price in all free?markets.

Mind how Druckenmiller is honest to admit he does not know for how long this situation will go on.?The important words in his quote are ?it may be years.? He is not only honest to admit he does not know for how long this market situation will go on, he also admits that the returns are disproportionate.

Let me just say one more?thing about QE, because I think?it pertains to this exact?situation.?I do not understand why people?do not see QE as the biggest wealth transfer.?We are all worried about rich?versus poor.?This is trickle-down monetary?policy.?Who gets rich from QE??People like me, people in the markets.

This last point was confirmed by a recent study which showed that the top 1% in the US captured 121% of all income gains after the 2008 crash (source: Huffington Post). The?top 1%??became 11.2% richer while the bottom 99% got 0.4% poorer, when accounting for inflation, according to the study.?These figures apply to the US. The US Fed monetary policy results widening the gap between rich and poor.?We have written about this phenomenon very recently in?Don?t Expect Our Leaders To Protect You ? Do It Yourself.

The key take-away for individuals and investors:

  • This recovery is artificial, but it could go on for quite some time. Timing the popping of the next bubble is simply impossible. Manage your risks, carefully draw potential scenario?s and probabilities.
  • Be smart so you remain in the winning camp. Almost everyone is losing wealth ? with special thanks to the US Fed.
  • If you want to win in these markets as an investor, more than ever you need to study and focus on facts & figures.
  • The fundamentals for sound money have never been better, in times like these where the markets are flooded with paper money. Because of?malinvestments and misallocation of resources, even gold and silver prices can suffer (probably temporarily). Be prepared mentally.

A new blog reflects a shift in my consulting business: Engage Citizens

I?ve been a bit of a laggard here on LoGro lately. For years, I?ve had something new on the blog everyday but in the last month, I?ve only had a few new posts/week and have not been very active in the comment threads.

What?s up?

Engage Citizens - Vertical - 185wI?ve created a new blog called Engage Citizens as I?m shifting more of my Wigley and Associates consulting work to helping local units of government (state, cities, counties, townships, school districts) use online tools and services to?you guessed it?engage citizens.

I?ve been doing online citizen engagement as a citizen since the early 90?s in my work with Northfield.org and continuing here on Locally Grown Northfield since 2006.

The Grandview District Development Framework project in particular was enlightening because of how the online tools complemented the face-to-face work of the steering committee, consultants, and city staff over the course of 9 months.

I just finished up the Transformational Technology project for them and last week started another online engagement project with them titled A school calendar conversation with the Northfield community.

I?ll continue to post client updates on my Wigley and Associates blog but most of my consulting-related blogging energy will be devoted to the Engage Citizens blog. I?ve also changed my Griff Wigley Twitter username to @EngageCitizens. I?ll tweet all my new Engage Citizens blog posts but you can also subscribe to Engage Citizens via email or RSS.

Now that I?ve got all this in place, I?ll get back to posting more regularly here on LoGro. I?m scheming on a new doodad for y?all.

Length of DNA strands can predict life expectancy

Mar. 9, 2013 ? Can the length of strands of DNA in patients with heart disease predict their life expectancy? Researchers from the Intermountain Heart Institute at Intermountain Medical Center in Salt Lake City, who studied the DNA of more that 3,500 patients with heart disease, say yes it can.

In the new study, presented Saturday, March 9, at the American College of Cardiology's Annual Scientific Session in San Francisco, the researchers were able to predict survival rates among patients with heart disease based on the length of strands of DNA found on the ends of chromosomes known as telomeres -- the longer the patient's telomeres, the greater the chance of living a longer life.

The study is one of 17 studies from the Intermountain Heart Institute at Intermountain Medical Center that are being presented at the scientific session, which is being attended by thousands of cardiologists and heart experts from around the world.

Previous research has shown that telomere length can be used as a measure of age, but these expanded findings suggest that telomere length may also predict the life expectancy of patients with heart disease.

Telomeres protect the ends of chromosome from becoming damaged. As people get older, their telomeres get shorter until the cell is no longer able to divide. Shortened telomeres are associated with age-related diseases such as heart disease or cancer, as well as exposure to oxidative damage from stress, smoking, air pollution, or conditions that accelerate biologic aging.

"Chromosomes by their nature get shorter as we get older," said John Carlquist, PhD, director of the Intermountain Heart Institute Genetics Lab. "Once they become too short, they no longer function properly, signaling the end of life for the cell. And when cells reach this stage, the patient's risk for age-associated diseases increases dramatically."

Dr. Carlquist and his colleagues from the Intermountain Heart Institute at Intermountain Medical Center tested the DNA samples from more than 3,500 heart attack and stroke patients.

"Our research shows that if we statistically adjust for age, patients with longer telomeres live longer, suggesting that telomere length is more than just a measure of age, but may also indicate the probability for survival. Longer telomere length directly correlate with the likelihood for a longer life -- even for patients with heart disease," said Dr. Carlquist.

Dr. Carlquist and his colleagues from the Intermountain Heart Institute at Intermountain Medical Center drew on two unique resources that offer unparalleled opportunity for researchers to study the effects of telomere length and survival rates of heart patients:

  • An archive of peripheral blood DNA samples collected from almost 30,000 heart patients, with as much as 20 years of follow-up clinical and survival data. This is stored in Intermountain Healthcare's computerized medical informatics record system.

"With so many samples and very complete electronic records, it's a unique resource," said Dr. Carlquist. "It's unmatched in the world, and it allows us to measure the rate of change in the length of a patient's telomeres over time rather than just a snapshot in time, which is typical for most studies."

  • The opportunity to work with experts from around the world, including Richard Cawthon, MD, PhD, who's an international expert on telomere measurement and function.

"I believe telomere length could be used in the future as a way to measure the effectiveness of heart care treatment," said Dr. Carlquist. "We can already test cholesterol and blood pressure of a patient to see how treatment is working, but this could give us a deeper view into how the treatment is affecting the body and whether or not the treatment is working."

DENVER (AP) ? The Chicago Blackhawks aren't about to mourn the end of their record points streak.

"We're proud of it, but it'll be nice to move on now," defenseman Duncan Keith said after the Blackhawks' 6-2 loss to the Colorado Avalanche on Friday night.

The loss was Chicago's first in regulation this season and ended a remarkable run in which they earned at least one point in their first 24 games, an NHL record.

"It's hockey. We've lost games before in our lives. It's not like we're going to sit here and cry," Keith said.

Instead, they'll sit back and celebrate, said coach Joel Quenneville, who told his team afterward "that they should be very proud of what they accomplished. They found different ways to win, night in and night out, and everyone contributed to something that hadn't been done. It's a great feather in our cap, but let's move forward here and try to get better. Certainly it was a lot of fun up to today."

So, they left the ice without a point for once but also with their heads held high.

The Blackhawks (21-1-3) hadn't lost in regulation since a 6-1 rout by Nashville on March 25, 2012, and their last loss in regulation on the road came more than a year ago, with a 5-1 defeat at St. Louis on March 6, 2012.

Dating to last year's regular season, the streak was 30 games.

"That's just mind-boggling," Avalanche center Paul Stastny said. "That's two full months without losing. Hats off to them. But to be the team that was able to stop them ? we had a chance last time and didn't do it ? but the way our schedule was we knew we had back-to-back games and would have two chances to stop it. And that's what we wanted to do, stop their streak and get one going for us."

Chicago's overall points streak was the second-longest in NHL history. The 1979-80 Philadelphia Flyers set the league record with a staggering 35-game unbeaten streak that included 25 wins and 10 ties ? all in the same season.

"It's special," said Matt Duchene, who had a goal and a career-best three assists. "It's obviously something no one had done yet. But what a run by them. I mean, first of all, congratulations to them. What a run they had. I don't think they're going to slow down because of this. But it's pretty special. It's a good feeling in here. We're pretty happy."

Ryan O'Reilly got his first goal since his contract dispute was resolved more than a week ago and assisted on another score in a four-goal onslaught in the second period that turned a 1-1 tie into a laugher. Stastny collected three points.

Duchene, John Mitchell and Jamie McGinn also put pucks past Corey Crawford in the second period for the Avalanche, who had lost six of their previous seven, including a 3-2 heartbreaker at Chicago 48 hours earlier.

Crawford (11-1-3) allowed five goals on 19 shots before being replaced in net by Ray Emery to start the third period.

"I didn't have it tonight," Crawford said. "Didn't give our guys a chance."

Semyon Varlamov had 30 saves for Colorado.

The Avalanche nearly ended the spectacular streak in Chicago on Wednesday night before the Blackhawks pulled out the win when Daniel Carcillo scored the tiebreaking goal with 49.3 seconds left. Chicago was skating without three key forwards and playing its second game in two nights then.

There was no such comeback Friday night at the Pepsi Center for Chicago, which hadn't allowed more than four goals in a game this season or even trailed by more than two goals until the Avs' spectacular second period.

"It's a great confidence booster," Duchene said. "It shows us we can play with anybody in this league."

The crowd chanted, "End of streak! End of streak!" over the final minutes after P.A. Parenteau's 10th goal of the season made it 6-2.

Bryan Bickell's goal with 11:07 pulled the Blackhawks to 5-2 and he nearly scored again from the same spot 90 seconds later, but Varlamov smothered the shot ? and that was that.

The teams got into a scuffle with 5:04 left after Bickell squared off with Gabriel Landeskog, who had checked Keith in the back.

Chicago's Jonathan Toews got the scoring started when he knocked the puck past Varlamov after a turnover on a give-and-go with forward Marian Hossa, who returned from an upper-body injury.

But Colorado scored the next five goals.

Duchene's goal between Crawford's legs made it 2-1. Just 33 seconds later, Mitchell scored on an assist from O'Reilly, who was signed to a two-year $10 million deal last week after the Avalanche matched Calgary's offer sheet following a nasty contract dispute.

O'Reilly's goal came on a slap shot from the top of the right circle 4 seconds into another power play. Duchene set him up with a pass after Stastny won the faceoff.

Duchene got his third assist when he dug out a loose puck from the boards in a scramble with Keith and kicked it out to McGinn, who put made it 5-1.

Remarkable though it was, the streak had become somewhat of a burden for the Blackhawks.

"It's gained a lot of momentum over the last little while and our opponents, they treated it like it was a very important game," Quenneville said. "You look at the standings and everyone has a meaningful game, but it seemed like there was added incentive as we've gone along. We welcomed the challenge."

After a while, it seemed the streak had taken on a life of its own.

"I'd say the last handful of games the talk about it kind of got out of control," Toews said. "The guys in our locker room, we always focused on the same thing, being prepared to play our team game. We never really got distracted by that. Maybe it does take a little bit of pressure off us and we can sit back and look at the good things we've done."

The Blackhawks' run comes with somewhat of an asterisk because they actually lost three games along the way ? all in shootouts. Under NHL rules, that's still worth a point, but that makes it different from what the Flyers accomplished nearly a quarter-century ago.

During the Flyers' streak there was no overtime until the playoffs, and the shootout was still a far-off creation. If the teams were tied after 60 minutes, that's how it ended and each got a point.

Nowadays, both teams still receive a point if the game is tied at the end of regulation. Then, the team that scores in a five-minute, four-skaters-a-side overtime period or wins the shootout gets an extra point.

"It's over," Crawford said. "Move on to the next game."

Suu Kyi vows to bring new blood to party

YANGON, Myanmar (AP) ? Myanmar's opposition leader Aung San Suu Kyi on Saturday vowed to inject new blood into her party and urged members to rise above petty differences as they elect new leadership for the first time in the 25-year history of the National League for Democracy.

"Choose leaders without any personal grudge," she told the assembled crowd of more than 1,000 delegates and guests. "Don't think of yourself. Don't think of your friends. Have firm policies and conviction and the courage to sacrifice, if you want to claim yourself a politician."

The three-day NLD congress, which opened Friday, is an important step toward making the party more reflective of its democratic ideals. It is a sign of how far Myanmar has come with political reform that the gathering is allowed at all. But it's also a test for the NLD, which is working to transform itself from a party of one into a structurally viable political opposition in time for national elections in 2015.

That transformation has not come without conflict, as the party struggles to infuse its ranks with new faces, expertise and diversity without sidelining long-standing members.

Suu Kyi said it is important to learn from past weaknesses and vowed to decentralize decision-making and inject the leadership with "new blood."

"The NLD has been accused of using centralized systems. It is partly true because we were unable to operate freely," she said. "But the situation has changed."

On Friday, the congress elected seven members, including Suu Kyi, to its top leadership body, the central executive committee. All come from the ranks of party faithful and most are in their late 60s. The NLD plans to elect around a dozen more members to body. They have also elected 100 of a planned 150 members to the party's second-line central committee.

Suu Kyi concluded her 20-minute speech with a broad call for unity, welcoming ethnic minority leaders, new party members and a vice-chairman of the ruling Union Solidarity and Development Party, Htay Oo, as honored guests.

"This is very positive for the future and it will be very beneficial for the people if we walk hand in hand," she said.

TSX hits 5-week high on surge in gold, U.S. data

TORONTO (Reuters) - Canada's main stock index hit a five-week high Wednesday, with gold-mining shares leading the way on higher bullion prices, and sentiment getting a boost from U.S. economic data and central banker comments.

Private employers in the United States, Canada's biggest trade partner, hired more workers than expected in February, and demand for a range of factory goods was solid in January.

The U.S. Federal Reserve, in its Beige Book, said economic growth continued to improve gradually in January and early February as consumer spending picked up and the country's battered housing market maintained a broad-based recovery.

But analysts said the U.S. central bank did not seem to suggest it was close to withdrawing monetary stimulus.

"The market is being supported by expectations for continued stimulus from central banks," said Fergal Smith, a managing market strategist at Action Economics.

Gold stocks, which tend to react positively to commentary backing easy monetary policies, rallied the most and helped the materials group climb 3.4 percent.

"The materials sector has been beaten down. So it's more of a corrective bounce," Smith said. "You could also point to greater optimism because of the U.S. data or the Fed's Beige Book, which was consistent with no change of policy."

The materials group is down nearly 10 percent since the start of the year and is the worst-performing sector.

The Toronto Stock Exchange's S&P/TSX composite index <.gsptse> unofficially closed up 95.92 points, or 0.75 percent, at 12,831.96, after reaching 12,833.49, its highest level since January 30. Eight of the 10 main sectors on the index were higher.

In Canada, the central bank softened its stance on the need for interest rate hikes on Wednesday, saying it will likely hold its benchmark rate steady for "a period of time" but that its next move would still probably be a hike rather than a cut.

Central bankers around the world have been reiterating their support for easy monetary policies, for now.

"No one is taking the punch bowl away yet," said Paul Hand, managing director at RBC Capital Markets. "In the short term, investors aren't worried about any dramatic shift in interest rate policy or liquidity positions.

"You've got the fragile economy in the U.S. and in Europe you have an economy ranging from barely moving forward to still looking for a bottom," he added.

The materials sector, which includes mining stocks, was aided by a 0.4 percent rise in gold prices.

Goldcorp Inc added 4.7 percent to C$34.44, and Barrick Gold Corp was up 4.5 percent to C$30.61.

Energy shares gained almost 1 percent, with Suncor Energy Inc rising 1.4 percent to C$31.28.

In company news, Torstar Corp , publisher of the Toronto Star, Canada's largest daily newspaper, cut 67 jobs and said it would rein in costs in 2013. It reported a big drop in quarterly profit and said the revenue outlook for its main media business was uncertain. The stock shed nearly 12 percent to C$7.00.

Apple Store thieves attack with bear spray

Vancouver police are investigating a brazen robbery at an Apple Store Tuesday in which three male suspects allegedly sprayed 40 people with a chemical mix designed to ward off bears as they swiped an undetermined amount of Apple laptops, iPads and iPods.

According to the?National Post?in Canada, police are still looking for the suspects, who fled by car and dumped some of the items they swiped before doing so. A handful of the people hit at the Oakridge Mall with the cayenne pepper-based spray were treated by paramedics,?according to the National Post.

Theft of Apple devices has become a serious concern for device owners and law enforcement. An armed robbery of an Apple Store in Paris on New Year?s Eve involved more than?US$1 million in stolen goods.

New York City Mayor Michael Bloomberg in December?pointed to thefts of iPhones and iPads?as being the main reason crime numbers have inched up in the Big Apple.

2012 was marked by a wide variety of ugly thefts of Apple products, including at stores, on the streets and at airports. There was even a report of thief?stealing an iPhone from a baby.
