Chinese Public Doubts Beijing?s Pledges to Fight Corruption

? By detailing the extent of disgraced politician Bo Xilai?s abuses, China?s communist leadership has taken a hard stance on corruption, but many commentators in China say they doubt whether the case will lead to fundamental change in China.

Shortly after announcing that Bo Xilai had been expelled from the party and faced criminal prosecution for his crimes, China?s state news agency Xinhua published a commentary titled "Whoever tramples on party discipline and national law will be punished severely."

??Bo?s indictment, the article says, is further evidence of the party?s resolution to fight corruption no matter how high ranking the dishonest official is. ?The hand does not reach out,? the piece reads quoting Cheng Yi, a famous Mao-era politician, ?when it does it needs to be caught.?

Such comments underscore the leadership?s need to distance itself from corruption, which is perceived as endemic by many commentators and threatens to antagonize the Chinese public.

??Zhang Ming, a political science professor at People?s University in Beijing, says that cases like Bo Xilai are widespread and common knowledge in China.

?We all know that the problem comes from the system,? he said, ?Why nobody stopped him when he was becoming corrupt? Why nobody checked??

??According to the recent investigations, Bo?s crimes date back more than a decade and involve abuses of power perpetrated while he was a well-known politician, climbing up the ladder of the party?s top echelons.

Online, where key words related to Bo?s case are still blocked on some microblog services, the party?s failure to act timely was perceived as unwillingness to seriously tackle the party?s internal abuses, despite public rhetoric to the contrary.

?Bo didn?t just fall out of the sky,? liberal columnist Zhao Chu wrote on his microblog account. ?He climbed up to an eminent position step by step, with his wife, family members, and lackeys doing so many bad things for more than 10 years,? he added in a commentary that was reposted by thousands on Weibo, China?s most popular micro blog service.

Zhao pointed at the historical lack of accountability within the party structure as the fertile soil where officials like Bo thrive.

?The basic principles of rule of law and contemporary social norms lack in this kind of long established political culture,? Zhao wrote, ?This is a reality that cannot be missed while talking about Bo?s case, and that will not fade overnight just with Bo?s downfall.?

Much of Zhao?s critique focused on the party?s failure to reckon with the Cultural Revolution, a ten-year period of great political turmoil launched by Mao Zedong in the 60s to purge disloyal officials.

On Saturday, Wang Xuming, a well known publisher and former spokesman for the Chinese Ministry of Education, called Bo?s controversial campaigns against crime and to revive Mao era sentiments in Chongqing a farce, and pointed at the larger effect Bo?s downfall is having on the Chinese political system.

?The prestige and trust of people in the party and in the government is ruined yet again,? he wrote and added a call for deeper political reform to regain people?s trust.

Official reports of Bo Xilai?s long-time corruption come as Beijing is preparing to select the group of leaders that will rule the country in the coming ten years. Among the most likely candidates for powerful seats in the politburo, many are princelings, descendants of elderly party leaders still celebrated in China for their past contribution to the country?s political system.

    Passenger Angelica Keller filed a lawsuit Tuesday in?Nashville?s Davidson County Circuit Court alleging the Dallas-based airline?didn't?warn her of any potential danger in the delivery of hot tea, The City Paper in Nashville reported. She?suffered second-degree burns from the spill, the paper reported.

    The lawsuit document?explains?that Keller ordered hot tea while on Southwest Flight 955 from Nashville to?Houston on Dec. 28, 2011. She was seated in the front of the plane at a?bulkhead window seat that had no drop-down table or flat surface. Keller had?the paper cup of hot water and a clear plastic cup with a tea bag and condiments?wedged in her lap. When she tried to take the tea bag, the hot water spilled onto?her lap in her groin area.

    The lawsuit alleges that despite being fully clothed, Keller?s?skin blistered and peeled, and she has permanent scarring. Among her claims, she?is suing Southwest for negligence in not providing some type of tray and for?not warning her of the potential dangers involved in the delivery and?consumption of hot tea in the bulkhead seats.

    The lawsuit asks for $300,000 ?for property damages, bodily?injury, medical expenses, pain and suffering, and other related expenses.? She is also seeking?$500,000 in punitive damages.

    Southwest responded with a?statement Friday morning: ?Our Customers? safety and comfort are our top?priorities, and we safely serve millions of drinks onboard every year. The?referenced event is unfortunate and we are currently reviewing it. We can?t?provide additional details due to the pending lawsuit that was filed.?

    Keller?s attorney, Robert A.?Anderson, declined NBC News? request for comment Friday.

    The case draws some parallels?to the well-known case from the early 1990s, when an Albuquerque,N.M. woman sued McDonald?s over hot coffee that spilled on her lap in the car.?Following a trial, the jury found Stella Liebeck only 20 percent at?fault, and she was awarded $160,000 in compensatory damages and $2.7 million in?punitive damages.

    Yale Law School professor?Steven Duke told NBC News?the major issues to be determined in this Southwest Airlines?case is primarily?how hot the water was.

    ?Secondary issues would be what?measures, if any, were taken to reduce the risk that the hot water would be?spilled,? Duke said in an e-mail.

    Duke notes that in the McDonald?s?case, the fast-food chain had received more than 700 reports of people burned?by their coffee.

    ?Lawsuits based on claims of burns?from hot coffee or tea are often joked about as the prime example of a?frivolous lawsuit, as was the case with Liebeck v. McDonalds, but that case was?not frivolous,? Duke said. ?The lawsuit against Southwest Airlines may or may not be?frivolous depending on the facts of the case which are typically decided by a?jury.?

    Duke believes Keller getting $800,000?is unlikely ?unless the plaintiff can prove outrageous behavior by airlines?personnel and can get punitive damages.?

    Electronics that vanish in the environment or the body

    ScienceDaily (Sep. 27, 2012) ? Physicians and environmentalists alike could soon be using a new class of electronic devices: small, robust and high performance, yet also biocompatible and capable of dissolving completely in water -- or in bodily fluids.

    Researchers at the University of Illinois, in collaboration with Tufts University and Northwestern University, have demonstrated a new type of biodegradable electronics technology that could introduce new design paradigms for medical implants, environmental monitors and consumer devices.

    "We refer to this type of technology as transient electronics," said John A. Rogers, the Lee J. Flory-Founder Professor of Engineering at the U. of I., who led the multidisciplinary research team. "From the earliest days of the electronics industry, a key design goal has been to build devices that last forever -- with completely stable performance. But if you think about the opposite possibility -- devices that are engineered to physically disappear in a controlled and programmed manner -- then other, completely different kinds of application opportunities open up."

    Three application areas appear particularly promising. First are medical implants that perform important diagnostic or therapeutic functions for a useful amount of time and then simply dissolve and resorb in the body. Second are environmental monitors, such as wireless sensors that are dispersed after a chemical spill, that degrade over time to eliminate any ecological impact. Third are consumer electronic systems or sub-components that are compostable, to reduce electronic waste streams generated by devices that are frequently upgraded, such as cellphones or other portable devices.

    Transient electronic systems harness and extend various techniques that the Rogers' group has developed over the years for making tiny, yet high performance electronic systems out of ultrathin sheets of silicon. In transient applications, the sheets are so thin that they completely dissolve in a few days when immersed in biofluids. Together with soluble conductors and dielectrics, based on magnesium and magnesium oxide, these materials provide a complete palette for a wide range of electronic components, sensors, wireless transmission systems and more.

    The team has built transient transistors, diodes, wireless power coils, temperature and strain sensors, photodetectors, solar cells, radio oscillators and antennas, and even simple digital cameras. All of the materials are biocompatible and, because they are extraordinarily thin, they can dissolve in even minute volumes of water.

    The researchers encapsulate the devices in silk. The structure of the silk determines its rate of dissolution -- from minutes, to days, weeks or, potentially, years.

    "The different applications that we are considering require different operating time frames," Rogers said. "A medical implant that is designed to deal with potential infections from surgical site incisions is only needed for a couple of weeks. But for a consumer electronic device, you'd want it to stick around at least for a year or two. The ability to use materials science to engineer those time frames becomes a critical aspect in design."

    Since the group uses silicon, the industry standard material for integrated circuits, they can make highly sophisticated devices in ways that exploit well-established designs by introducing just a few additional tricks in layout, manufacturing and supporting materials. As reported in the Sept. 28 issue of the journal Science, the researchers have already demonstrated several system-level devices, including a fully transient 64-pixel digital camera and an implantable applique designed to monitor and prevent bacterial infection at surgical incisions, successfully demonstrated in rats.

    Next, the researchers are further refining these and other devices for specific applications, conducting more animal tests, and working with a semiconductor foundry to explore high-volume manufacturing possibilities.

    "It's a new concept, so there are lots of opportunities, many of which we probably have not even identified yet" Rogers said. "We're very excited. These findings open up entirely new areas of application, and associated directions for research in electronics."

    The Defense Advanced Research Projects Agency supported this work. The Tufts University team was led by Fiorenzo Omenetto; the Northwestern University team was led by Youggang Huang. Rogers is affiliated with the departments of materials science and engineering, of chemistry, of mechanical science and engineering, of bioengineering and of electrical and computer engineering, and with the Beckman Institute for Advanced Science and Technology and the Frederick Seitz Materials Research Laboratory at the U. of I.

    Urban coyotes never stray: New study finds 100 percent monogamy

    ScienceDaily (Sep. 25, 2012) ? Coyotes living in cities don't ever stray from their mates, and stay with each other till death do them part, according to a new study.

    The finding sheds light on why the North American cousin of the dog and wolf, which is originally native to deserts and plains, is thriving today in urban areas.

    Scientists with Ohio State University who genetically sampled 236 coyotes in the Chicago area over a six-year period found no evidence of polygamy -- of the animals having more than one mate -- nor of one mate ever leaving another while the other was still alive.

    This was even though the coyotes exist in high population densities and have plenty of food to eat, which are conditions that often lead other dog family members, such as some fox species, to stray from their normal monogamy.

    "I was surprised we didn't find any cheating going on," said study co-author Stan Gehrt, a wildlife ecologist with Ohio State's School of Environment and Natural Resources. "Even with all the opportunities for the coyotes to philander, they really don't.

    "In contrast to studies of other presumably monogamous species that were later found to be cheating, such as arctic foxes and mountain bluebirds, we found incredible loyalty to partners in the study population."

    The study appears in a recent issue of The Journal of Mammalogy.

    The loyalty of coyotes to their mates may be a key to their success in urban areas, according to Gehrt.

    Not only does a female coyote have the natural ability to produce large litters of young during times of abundance, such as when living in food-rich cities, she has a faithful partner to help raise them all.

    "If the female were to try to raise those large litters by herself, she wouldn't be able to do it," said Gehrt, who holds appointments with the university's Ohio Agricultural Research and Development Center and Ohio State University Extension. "But the male spends just as much time helping to raise those pups as the female does."

    Unlike the males of polygamous species, a male coyote "knows that every one of those pups is his offspring" and has a clear genetic stake in helping them survive, Gehrt said.

    The research was done in Cook, Kane, DuPage and McHenry counties in northeast Illinois. All are in greater Chicago, which is home to about 9 million people and is the third-largest metropolitan area in the U.S.

    It's also home to an estimated 1,000 to 2,000 coyotes. Gehrt has previously said he "couldn't find an area in Chicago where there weren't coyotes."

    "You've got lots of coyotes in this landscape," said senior author Cecilia Hennessy, who conducted the study as a master's degree advisee of Gehrt and is now a doctoral student at Purdue University in Indiana. "You've got territories that abut each other. And coyotes can make long-distance forays. So you'd think, based on previous investigations of dog behavior, that cheating would be likely.

    "But to find nothing, absolutely nothing, no evidence whatsoever of anything that wasn't monogamy, I was very surprised by that," she said.

    The finding came through a wider study of Chicago-area coyotes that Gehrt has led since 2000. As the largest study ever on urban coyotes, it's a long-term effort to understand the animals' population ecology, how they adapt to urban life and how to reduce their conflicts with people.

    "A powerful part of the new paper is that we have long-term field work, behavior observations, to accompany Cecilia's genetic work," Gehrt said. "So many genetic studies only analyze samples but know very little about their subjects, whereas we follow these individuals nearly every day and often to the completion of their lives. It's a nice mesh of lab and field work."

    The scientists used live traps -- either padded foothold traps or non-choking neck snares -- to catch the coyotes for the study, although pups were simply dug from their dens and held by hand. Small blood and tissue samples were taken from all the animals. The adults, which were anesthetized, also were fitted with radio-collars for tracking their movements and ranges. Afterward, all the coyotes were released where they were caught.

    Later, Hennessy, who previously was a plant genetics technician and biology major at the University of Cincinnati, used genetic techniques in the lab to test the animals' DNA and determine their family trees.

    Coyotes maintain monogamy through long-term pair bonding, a term meaning an animal stays with the same mate for more than one breeding season, and sometimes for many.

    A male coyote, for his part, practices diligent mate guarding -- keeping other males away from the female.

    During estrus, which is the time when the female can become pregnant, the pair "will spend all their time together -- running, finding food, marking their territory. They'll always be right at each other's side."

    "We've been able to follow some of these alpha pairs through time, and we've had some of them stay together for up to 10 years," Gehrt said. "They separate only upon the death of one of the individuals, so they truly adhere to that philosophy, 'Till death do us part,' " Hennessy said.

    Middle East protests: Signs of hope, challenge for fledgling democracies

    The Libyan public's backlash this weekend against a militant group blamed for killing Amb. J. Christopher Stevens underscores that the violent hatred unleashed by an anti-Islam film is supported by only a tiny fraction of Islam's more than 1.5 billion adherents. But as Arabs strive to establish new governments in the wake of the 2011 uprisings, those minorities pose challenges far beyond their size ? not only for their governments, but for US policy.

    After decades of promoting democracy, the US is getting an early glimpse of what free societies will look like in the Middle East ? and the kind of views that may be expressed. The opening up of public life has allowed for the airing of deep anti-American sentiment, built up over decades of US support for Israel and dictatorial Arab governments. It has also empowered the voice of long-repressed Islamist groups, some of whom were voted into power.

    Most citizens in the region would likely agree that the anti-Islam film "Innocence of Muslims" should be banned. But they also say that the recent violence against US targets does not reflect broader public sentiment. And many are optimistic about democracy's possibilities, even if their priorities ultimately are different from those of Western societies.

    But Israel, a key American partner in the region, argues that this upsurge of free expression is anything but democratic. It has been vocal in its criticism of Washington as naive about democratic development ? and the challenge posed by rising Islamist powers, especially hard-line factions.

    "The radicals are a minority, but that's also the case with the terrorists?. You cannot ignore them," says Eli Shaked, former Israeli ambassador to Egypt. "Washington should stop expecting the Arabs to become democratic tomorrow or the day after tomorrow or in the near future. It's impossible. Democracy should come after a long process of democratization that should start in schools, in textbooks." Children should grow up learning the values" that are second nature in Western societies, he says.

    COPING WITH POWER VACUUMS

    Libya was the scene of the worst violence, but it was also the Arab country that arguably moved fastest to condemn it. Three days after the Sept. 11 attack on the US Consulate in Benghazi, Libya, which killed US Ambassador J. Christopher Stevens and three colleagues, as Muslims elsewhere launched fresh attacks, Libyans had already begun marching in rejection of the violence, telling Americans that ? in the words of one placard ? "We are sorry." On Sept. 21, thousands protested once again and attacked the compound of Ansar al-Sharia, a militant Islamist group that some have accused of killing Ambassador Stevens.

    Libya's fledgling government has vowed to hunt down the perpetrators of the Benghazi attack, which some officials said was preplanned by a militant group, not simply a protest that escalated. But the lack of a strong, unified national security force raises questions about how easy that will be.

    For more than 40 years, Muammar Qaddafi was the government of Libya, favoring personal authority over real civic institutions. Libya has had to build a government from scratch while contending with new militias emboldened by Mr. Qaddafi's fall. It is trying to capitalize on public anger over the Sept. 11 attack to force rogue militias to disarm.

    Most Libyans reject the violent ideology espoused by militant Salafi groups.

    "They should have done a demonstration according to the values of the prophet ? peacefully," says Ebtehaj Zariba, a student in Tripoli. She is against the film, but also against violence.

    "Now what I'm worried about most is Libya's image abroad," she says. "That people will get the idea that there's no security."

    Likewise, in Tunisia, some are exasperated that the government failed to discipline Salafi activists in the wake of a Sept. 14 assault on the US embassy and a nearby American school.

    Two days later, police allowed a Salafi leader wanted in connection with the attack to slip out of a Tunis, Tunisia, mosque. Authorities said police withdrew to avoid a potentially violent confrontation. But the security forces' legitimacy is shaky after trying to suppress last year's revolution, says Henry Smith, a Middle East and North Africa analyst at Control Risks, a British risk assessment firm. "Moving against protesters condemning the film might be seen as further politically damaging given the sensitivities over its content," he says.

    Similar issues are at play in Egypt, where Salafis initiated the original protest ? although others joined them, including a group of soccer fans who claimed to be the ones to bring down the American flag.

    Salafis, who once eschewed politics, have become a force to be reckoned with, challenging the Muslim Brotherhood's hegemony on political Islam and putting Egyptian President Mohamed Morsi in a difficult position when it came to patching up relations with the US after the violence. Too strong a condemnation could make the Salafis look like the stronger defenders of Islam and allow his opponents to portray him as too concerned with US interests.

    DIVVY

    Tunisian President Moncef Marzouki summed up a common sentiment in a video message on his Facebook page after the Sept. 14 attack: "What happened on Friday is not Tunisia." He also condemned the film as a similar gesture ? albeit a nonviolent one ? of extremism, and asked that neither side see such provocations as representative of the minority. "Be assured that we do not lump together a few extremist individuals and the entire American people," he said. "Neither do we wish to see the Tunisian people reduced to a group of religious radicals."

    Many Muslims in the region, as well as in the US, have been quick to reject accusations that the recent violence reflects fundamental problems with Islamic theology or culture.

    "Timothy McVeigh does not represent Christianity, does not represent the United States," says Mustafa Abu Sway, a professor of philosophy and Islamic studies at Al Quds University in Jerusalem, referring to the 1995 Oklahoma City bomber whose attack killed 167 people.

    According to a survey released in July by the Pew Global Attitudes Project, support for hard-line groups across the Muslim world ? from Al Qaeda to the Taliban to Hamas ? has steadily declined over the past five years.

    Roughly two-thirds of Egyptians and Tunisians say democracy is the preferable form of government, with even more saying they're optimistic that the 2011 uprisings will usher in more democracy in their countries.

    But Egyptians and Tunisians may have a different model in mind; in a Pew survey of the Muslim world last year, respondents ranked free speech as the fifth most important of six democratic principles, while economic prosperity topped the list.

    Indeed, while the anti-Islam film sparked the protests, historical grievances and economic frustration provided ample fuel.

    The historical context of the US in the region ? including decades of support for authoritarian regimes, the Iraq and Afghanistan wars, overt support for Israel, and a pervasive feeling that America has made war on Islam ? is important to consider. Some argue that, although the film sparked the protests, it was longstanding anti-US sentiment that really fueled them.

    "Nobody wants to talk about the fact that it wasn't just about the film," says Hisham Hellyer, a fellow with the Brookings Institution in Washington, who is based in Cairo. "A lot of them were protesting because they wanted to give the US a bloody nose. There's broader anti-American sentiment here, and it's got nothing to do with the film."

    For many, however, the economy is a far greater concern than the YouTube clip.

    A video of the Tunis attack, posted on YouTube by the liberal Tunisian blog Nawaat shows young men ? some bearded, some in vaguely Afghan dress ? charging the embassy. "Unemployment!" says one young protester to the camera, pointing to himself.

    Facebook posts in hostage case worry police

    Pittsburgh?police said they had serious concerns when an armed man took a business owner hostage in a downtown high-rise office building ? and not just because he had a knife.

    The suspect, 22-year-old Klein Michael Thaxton, made Facebook posts during the five-hour ordeal Friday, authorities said, and they feared that responses from friends, family and others might goad him into violence.

    In the end, police say, Thaxton surrendered peacefully and released businessman Charles Breitsman.

    Now police believe that Thaxton might have chosen Breitsman because he spotted a smartphone and computer in his office and saw a high-profile opportunity to express himself on the social networking site, Chief Nathan Harper said.

    Thaxton was arraigned early Saturday on felony charges of kidnapping, aggravated assault and making terroristic threats. He remains jailed on $1 million bail.

    Harper said authorities might never know the reason Thaxton decided to take a hostage.

    "We will leave that to the mental professionals to figure that out and get the man some help," Harper said. Thaxton will automatically receive a mental health review because of the charges.

    Thaxton told police he left a halfway house about 3 a.m. Friday carrying a kitchen knife, hammer, cellphone and charger. After meandering through various neighborhoods, Thaxton arrived downtown at about 7 a.m. and briefly considered attacking two separate traffic officers with the hammer so he could steal their guns, police said.

    "It makes me feel powerful when I have a gun," Harper said Thaxton told police.

    Deciding he might get shot in the process, Thaxton instead sat and munched on a candy bar and noticed women streaming into a 24-story high-rise, police said. Without any particular goal, Thaxton took an elevator to two upper floors, found he couldn't get around without an electric key card and went down to the 16th floor.

    That's where Thaxton saw the financial firm CW Breitsman Associates and the owner's name on the door. He also saw a smartphone, TV and computer and "felt this was the office where he needed to be," Harper said.

    Except for the electronics, Thaxton's choosing the office was "totally random," Harper said, noting Thaxton didn't know Breitsman or his firm, which handles union pensions and insurance funds.

    Police initially believed Thaxton had a gun because he told police negotiators he was going to shoot the victim. Instead, he threatened Breitsman with the knife, sat across a table from him breathing threats and, otherwise, used Breitsman's phone and computer to post mostly forlorn Facebook messages, police said.

    "this life im livin rite now i dnt want anymore," another post said. "ive lost everything and I aint gettin it back."

    Thaxton has been in legal trouble in recent months, pleading guilty in January to robbery for a carjacking last year. That crime was apparently on his mind, Harper said, because his carjacking victim was a woman and Thaxton told police the only other reason he picked Breitsman was that "he didn't want to victimize another female."

    Thaxton was sentenced to six to 12 months in jail by the county's newly established court to help veterans with mental health and substance abuse issues. It wasn't immediately clear how Thaxton's service record contributed ? if at all ? to his mental health problems because he never saw active duty.

    Instead, records show Thaxton served as a private in the U.S. Army from December 2008 to June 2010. The Army said he trained at Fort Leonard Wood in Missouri before being assigned to Fort Riley in Kansas.

    Whatever the motivation, Thaxton felt a need to call attention to his feelings through Facebook and told police he watched coverage of the hostage situation on his victim's TV.

    Initially, police wanted the Facebook page kept open, hoping to gain useful information, but they later asked Facebook to take it down so that Thaxton could focus on conversations with police negotiators.

    Most of the 700 or so responses to Thaxton's posts were from friends or family expressing their love. But a few were "ridiculous" and others were "outright distasteful," Harper said. Police were still sifting through them Friday, but Harper said any posters who authorities determine urged Thaxton to harm Breitsman or himself could eventually face charges, too.

    Thaxton eventually told police negotiators he wanted to speak with an ex-girlfriend whom he hadn't seen since 2008. After shutting down the Facebook page and getting the woman on the phone to speak with Thaxton, he surrendered peacefully.

    Breitsman was interviewed by detectives at police headquarters but left through a back door to avoid the media. He didn't return calls to his home Friday. Harper said the man was doing fine though "quite shaken."

    Facebook didn't comment on the hostage-taking but referred reporters to a Web page that says it sometimes shares information with law enforcement if necessary to "prevent imminent bodily harm" to someone.

    Some of the social network's nearly 1 billion users boast about their criminal exploits on Facebook, making it easier for law enforcement to catch them. Just last month, a woman charged with posing as a nurse and kidnapping a newborn at a Pittsburgh hospital was tracked down using messages she posted about her faked pregnancy on Facebook.

    In Thaxton's case, Facebook didn't completely explain his actions nor would he as he was led past reporters at police headquarters.

    Instead he grinned and ignored their questions saying, "I can't hear you, bro."
